一、加强领导，提高思想认识

我局实行主要领导负责制，确保“学雷锋”活动的有效开展，同时召开专门会议部署该项活动，制定《扬州市江都地方税务局关于开展“学雷锋”活动的实施方案》，由人事教育科具体负责该项活动的指导、推动和督促、检查。进一步明确活动任务，做到一级抓一级，层层抓落实，确保了该项活动的有序开展。另外，我局把“学雷锋”活动与精神礼貌建立、优化纳税服务一并整体推进，保障活动的开展效果。

二、把握脉搏，找准工作切入点

确立与时俱进的志愿者服务主旨，是品牌建立的关键。我们敏锐捕捉活动契机，紧紧把握时代的脉搏，立足学校实际，做到了“三贴近”和“三注重”即：贴近实际、贴近生活、贴近工作和注重实践教育、体验教育、养成教育，让干部在体验中淬炼无私奉献、热心公益、热爱祖国的精神品质。

在志愿服务活动资料的确定上我们遵循：一是继承和创新统一的原则，在结合时代特点和需要的同时，不断继承和发扬民族文化的优秀传统;二是坚持民族性与世界性相结合，立足国情开展环保活动，同时放眼世界;

四、创新形式，提升税收志愿服务活动的品位

1、加强安全监督和劳动保护工作，维护员工合法权益。公司两级工会紧密结合公司生产安全工作，专门成立了员工劳动保护监察小组，坚持定期或不定期地参与对安全法规、安全制度落实情况的检查与监督，保证安全设施投入，查改安全事故隐患，将查出的问题及时上报车间和公司进行整改。四年来，组织安全检查20余次，查出并整改安全隐患及劳动保护方面的问题53项。公司工会还与安全部门通力合作，大张旗鼓地开展“安全生产月”、“安全监督岗”等多形式的安全活动，加强了员工安全教育，提高了员工安全意识，促进了安全生产，保证了员工的人身安全与身心健康。

回顾四年来的工作，我们虽然取得了一定成绩，但也存在着不足。主要表现在：对新形势下工会工作的组织形式、活动方式、运行机制等创新不够;工会协助党政解决员工生产生活问题还有大量工作要做;维护员工合法权益的工作还面临许多困难。对此，我们要采取有效措施加以克服和改进。

今天，在这里召开州地税局全体党员大会，总结首届中共州地税局机关委员会成立三年来的各项工作，选举产生新一届中共州地税局机关委员会。现在，我代表首届机关党委向大会做工作报告，请审议。

一、三年来机关党委主要工作回顾

中共州地方税务局机关委员会20__年9月23日批准成立，20__年10月10日正式选举产生，至今已满三年多。三年来，在州直机关党委和州局党组的正确领导下，管辖五个党支部，113名党员。机关党委一班人，紧紧围绕税收中心工作，服务大局，勇挑重担，无私奉献，在精神文明建设、机关效能建设、创先争优、军警民共建、“五五、六五”普法、地税文化建设等方面开展了卓有成效的工作，积极协助党组完成了《州地方税务局总结和十二五规划》，及时按要求完成州党委执政纪事---地税部分组稿和照片征集任务。使机关党的建设与税收中心工作高度融合，广大党员在完成局党组提出的各项工作任务中发挥了重要作用，机关党的组织建设、思想建设、作风建设和制度建设进一步加强，基层党支部的战斗堡垒作用得到充分发挥，通过机关工会、妇委会等群团工作的全面开展，增强了机关的活力，全面推动了机关的效能建设和精神文明建设，连续被州直机关工委评为先进基层党组织，为州局机关及系统赢得了荣誉，取得了显著成效。

回顾三年来的工作，具体有以下几个方面：

(一)深入开展思想政治教育，不断提高党员的政治素质。

1、认真抓好以党的xx大及xx届五中六中全会精神的学习宣传，深入开展学习实践科学发展观活动。根据州党委的统一部署，从20__年3月开始在机关开展了为期一年半的“深入学习实践科学发展观”活动，使学习实践活动取得了实实在在的成效，被自治州党委评为深入开展学习实践科学发展观活动先进单位，州直经济口各单位在我局召开学习实践现场会。

2、扎实搞好经常性的思想政治教育。及时制定《州地税局思想政治工作制度》，在全体党员中，突出“讲党性、重品行、作表率”活动，开展《创建五型机关》《热爱伟大祖国、建设美好家园》为主题的教育活动，开展以“爱国、感恩、勤劳、互助、开放、进取”为核心的新疆精神的学习，自觉维护党的形象。在潜移默化中凝聚和谐力量，升华爱国情感，更好地服务人民。每个党员干部每年完成2万字的学习笔记，局党组成员以普通党员的身份全程参加组织活动。结合建国60周年，建党__周年，开展多种形式的爱国主义教育，举办演讲、党的知识竞赛、业务比武、演唱会、徒步活动、摄影图片展和各种竞赛活动，积极探索创新机关思想政治工作方法，提高思想政治工作的针对性和有效性，激发机关党员干部的爱国热情和工作积极性。

3、深入开展创先争优活动。以规范党支部目标管理为抓手，扎实推进机关党组织的规范化建设。机关党委每年都开展创建先进党支部和优秀共产党员评选活动，结合“创先争优”活动，评选出先进基层党支部3个，21名优秀共产党员和3名优秀党委工作者。大力开展革命传统教育和爱国主义教育，深入开展军民共建和国防教育，20__年州局获得“州双拥共建先进单位”称号。

(二)加强党组织建设，不断增强党组织的凝聚力、战斗力和创造力。

组织建设是党建工作的基础。只有抓好组织建设，夯实基础，党组织的战斗堡垒作用和党员先锋模范作用才能得到发挥。三年来，机关党委认真组织学习《中国共产党章程》和《中国共产党党和国家机关基层组织工作条例》等党内条规，用党的章程和条例规范机关党建工作，进一步提升了机关党建的工作水平。

1、建立健全党建工作制度。制定了《中共州地税系统党建工作制度》《机关党委工作制度》《机关党委岗责规程》《党员学习教育制度》，明确了机关党委会议议事规则、各支部书记支委职责、“三会一课”制度、民主评议党员制度、组织发展党员等工作制度，并多次修定完善。结合实际，制定了《州地方税务局党务公开工作实施方案》。

2、适时调整配齐健全了所属党支部班子。根据人事变动，机关党委及时对有关支部的班子进行调整补充，相继成立了州局机关第一、二、三党支部、稽查局党支部、口岸地税局党支部，确保了基层党支部组织、生活制度健全，党支部工作正常有序开展。

3、重视组织发展，为党输送新鲜血液。严格遵循“坚持标准，保证质量，改善结构，慎重发展”的16字方针，做好组织发展工作。几年来，共选送6名入党积极分子到党工委进行入党前培训，吸收4名新党员，不断为党组织增添新鲜血液，注入活力。目前，州局机关包括直属的两个局(稽查局、口岸地税局)共有5个支部，113名党员。在职党员98名，退休职工党员13名，预备党员2名。

(三)建设学习型党组织，完善党建考核工作规程。

加强党的建设，落实党务公开。及时制定《州地税局建设学习型党组织工作实施方案》，全面建设学习型党组织，认真落实政务公开、党务公开的具体措施。抓好党课教育，落实“三会一课”。三年来，局党组每个成员及各支部书记高度重视，认真备课，轮流负责讲党课。党课教育内容扩展到了建党__周年的内容、历届党的代表大会、党的历史人物、井冈山红色记忆、预防职务犯罪讲座、民族宗教法律法规知识、音乐知识、健康教育、消防知识、艾滋病防治、节能减排等工作生活的方方面面，

根据党员电教学习的需要，安装了现代远程党员教育终端宽带接受业务，不定期随时接收观看远程教育电教片、大型历史影片、党的历史讲座、民族团结、新疆发展史等。认真落实“五五”“六五”普法规划，全体党员干部认真参加《廉洁准则知识测试》《建党__周年知识测试》《公民道德知识测试》《民族区域自治法》《xx普法测试》《xx普法测试》《社会治安综合治理条例》《民族宗教法律法规知识的测试》《法制宣传教育条例》《宪法》《保密法》《消防法》等各种答题测试活动。州局机关党委、工会、妇委会组织全体干部在铜锣湾影视厅观看《人命如天》《建党伟业》《建国大业》《辛亥革命》等大型电影片和民族团结教育影片十几部，拓展了党课教育的内容，收到良好效果。

近年来，认真落实创建“学习型机关”的要求，把地税干部的理论学习、探讨、研究推向了一个新的高潮。结合热爱伟大祖国、建设美好家园活动的开展，认真落实公民道德建设、法制工作、机关党的建设工作，及时编报党建信息62期，学习科学发展观专题信息63期，精神文明建设信息30期，法治工作信息21期。

一、充分发挥教代会作用，不断推进学校民主建设

教代会制度是学校民主建设的一个重要方面。三年来，工会坚持把教代会制度作为落实教职工主人翁地位和维护教职工权益，依靠教职工办好学校的重要形式来抓，围绕学校的教育教学改革、发展方案、绩效工资分配方案、师德建设和涉及教职工切身利益的热点问题、敏感问题，确定中心议题，在教代会上认真组织审议讨论，本届工会共组织召开了五次教职工代表会议，期间审议讨论通过了《甘泉外国语中学实施绩效奖励方案》。每次会议前都认真地进行筹备，会议期间认真组织审议讨论，广泛征集教职工代表的意见和建议，及时整理归纳，送交有关领导和部门反映代表们的意见和呼声，经各方面的努力绝大多数得到了落实。为我校依法治校、以人为本、以教师为本，提高学校教育教学质量作出了应有的贡献

三年来，我们围绕教育教学中心工作，组织全体教职员工开展了一系列有影响、有生气、有效果的活动。先后组织了魅力教师的展示、世博双语朗诵比赛等活动，其中，世博双语朗诵比赛在区比赛中获得了一等奖，扩大了学校的影响。为推进校园文化建设，在全校树立人人学习，终身学习的观念，全面提高教职工自身修养，使广大教师成为专家型、学习型教师，为此，我们组织了教职工学日语、教职工素质大赛等活动，在教职工中收到了很好的效果。

在加强师资队伍建设，提高青年教师的业务水平方面，工会积极配合学校开展教育教学改革，教科研活动以及对青年教师的培养。为培养青年教师尽快成长，为青年教师的成长搭设锻炼的平台和机会。

三、开展丰富多彩的文体活动，增强教职工的凝聚力

用积极向上的文体活动吸引凝聚教职工，是工会加强精神文明建设有效途径。三年来，工会把关心教职工和满足教职工物质文化生活需求与抓稳定、抓质量、抓发展，增强学校凝聚力、向心力紧密联系起来，为满足教职工精神需求和提升教职工生活品味等方面作出了不懈地努力。我们先后组织了教职工游览了苏州园林、杭州西湖，常州恐龙园等旅游景点，领略祖国的河山之美。组织趣味运动会、三八妇女节活动、六一儿童节活动、唱响甘泉卡拉ok大奖赛、舞动甘泉只舞林大会等活动，这一系列活动适时地缓解了教职工的工作压力、身心压力，同时极大地增强了教职工相互之间的情感和友谊，增强了教职工集体荣誉感、责任感意识。

四、坚持三个代表的重要思想，热心为教职工办实事，办好事体现两个维护。

群众利益无小事，满腔热情地为教职工办实事，好事，解难事，是工会履行职责的重要方面。近年来学校党政工作非常重视为广大教职工办实事。从工会方面，我们也不忘关心群众生活，尽可能的满足大家的需要。组织教师参加健康体检。及时反映教职工的意见，维护教职工的利益，每当教师或家属生病了，工会总不忘送去关心和问候，帮助他们解决遇到的困难，送去慰问金。每到有教师或教师家属病逝世，工会委员跑前跑后给他们带去组织的温暖。帮助他们解决后顾之忧。别看这些都是生活中的小事，工会从不小视，作为工会就是要办好小事、实事，从中体现两个维护。
