为加强对硕士学位论文评阅和答辩工作的管理，保证学位授予质量，特制定本办法。

一、硕士学位论文答辩资格及审查

（一）申请硕士学位论文答辩者，在规定的年限内通过培养方案所规定的学位课程考试、完成学位论文，取得论文答辩资格后，可申请学位论文答辩。

（二）各有关二级学院分管研究生工作的院长和研究生秘书负责对申请人的论文答辩资格进行初审。

（三）通过资格初审的申请学位论文答辩人员名单，经二级学院院长签字并加盖公章后送研究生部学位管理科审查，并由研究生秘书领取有关答辩材料。

二、硕士学位论文评阅

(一)指导教师评阅

指导教师应对论文进行认真审阅，实事求是地写出学术评语，填入《山东财政学院硕士学位申请书》，报送本单位研究生管理人员。

(二)聘请论文评阅人评阅

论文答辩前应聘请两名相关专业的学术造诣较深、科研水平较高的教授、副教授或相当职称的专家（其中至少有一位是校外专家）评阅论文。

论文评阅人的名单由研究生所在二级学院学位评定分委员会商定提出，报学校学位办审批、备案，并发放聘书。学校学位办也可直接组织有关专家对部分学位论文进行评阅。

(三)注意事项

1、学位论文送审评阅时间不得少于半个月，答辩前十天评阅人应写出详细的评语，填写《山东财政学院硕士学位论文评阅书》，供答辨委员会参考。评阅人可参考以下几个方面对论文进行评议：

(1)论文的理论意义和实践价值；

(2)论文的新见解和创见性；

(3)论文的观点是否正确，论据是否充分、可靠，分析推理是否严密，结论是否准确；

(4)掌握本专业的基础理论、专门知识、研究方法和技能的水平；

(5)文字是否流畅，论文的逻辑性和写作技能。

评语要指出论文的主要优缺点，并对论文是否达到与申请硕士学位相应的学术水平和可否提交答辩提出意见。

2、评阅人中有一人认为论文未达到硕士学位论文水平时，则不能安排答辩，一年后重新申请答辩。

3、导师及评阅人对论文的评语要密封传递。答辩前，评阅人的姓名和评语要对学位申请者保密。

三、硕士学位论文答辩委员会的组成与职责

（一）论文答辩委员会组成人员由学位申请者所在二级学院学位评定分委员会研究提出并审定，报研究生部备案。

硕士学位论文答辩委员会由本学科或相应学科、专业的教授、副教授或相当职称的专家五人组成，其中至少应有一名外单位专家。学位申请者的导师一般不能聘为答辩委员会委员。

答辩委员会主席由学位评定分委员会指定学术地位较高的答辩委员会委员担任。

答辩委员会设秘书一人，负责答辩记录及答辩中的各项具体事务。

（二）答辩委员会必须坚持实事求是的科学态度，严格按照“坚持标准、严格要求、保证质量、公正合理”的原则组织论文答辩工作。答辩以公开方式进行，要充分发扬学术民主，授予学位的决议，采取不记名投票方式进行表决，答辩委员会全体成员三分之二以上（含三分之二）同意，并经答辩委员会主席签字后方为有效。

学位论文答辩未能通过的，经答辩委员会同意，申请人可在首次答辩半年后至一年内修改论文，重新答辩一次，仍未通过者，不再受理。

（三）答辩委员会成员中如有一人因故缺席，答辩会不必改期进行，可将缺席委员的书面意见在会上宣读，并作为有效票计算。如有两名及以上答辩委员因故缺席，答辩会必须改期进行。

四、硕士学位论文答辩程序

(一)硕士学位论文答辩会由答辩委员会主席主持。

(二)答辩委员会主席宣布答辩会开始，公布答辩委员会成员及答辩秘书名单，提出答辩要求和方法，介绍论文答辩者及指导教师姓名等。

(三)论文答辩者报告论文主要内容（时间大约为30分钟）。

(四)答辩委员会委员提问，论文答辩者答辩（一般应即席答辩）。

(五)休会，答辩委员会举行评议会，首先由答辩委员会秘书宣读导师和论文评阅人的学术评语，然后交流对论文及答辩的意见，形成答辩委员会对论文的评语和答辩决议，填入《山东财政学院硕士学位论文答辩决议书》，并以不记名投票方式对是否通过论文答辩和是否同意授予硕士学位进行表决。

(六)复会，主席宣布答辩委员会对论文的学术评语及是否同意授予硕士学位的决议。答辩的详细记录填入《山东财政学院硕士学位论文答辩会议记录书》，必要时可录音。

(七)答辩会结束后，由答辩秘书将《山东财政学院学位申请书》、《研究生论文评阅书》、《论文答辩会议记录书》、《学位论文答辩决议书》、表决票和论文答辩录音磁带等有关材料，一并交所在二级学院学位评定分委员会审议，研究生部审核，上报院学位评定委员会。

五、其它

(一)本办法由研究生部负责解释。

(二)本办法自发布之日起施行。

在年级委的第一周……第一个感觉就是忙了许多。首先是开会，这一周大大小小开了四五次会议，包括例会、学习部的会等等，然后就是活动，参加五四答辩活动，我既是年级委要参与组织工作，又是团支书要准备答辩材料。然后又有，学生会宣传部找我做海报。然后就是学习部的日常工作等等，这些加起来使我这一周过得很充实很充实。在大学里面很久有这种感觉了，除了考试前拼命得去啃书。忙也有忙得好，在工作中可以锻炼自己的各方面的能力，开拓自己的视野。

忙只是个表面现象，更重要的事心态的变化，作为一个年级委的成员，要承担更多的义务和责任，去把每一件事做好，为我们三院07做出自己的贡献。

对于开会，给我映像很深的就是年委的会议不像以往的会议那么死板和严肃，大家就像一家人一样，很和谐很自然得在一起，讨论各项工作。滕老师也能和我们轻松的打成一片，亦师亦友。此乃做老师的最高境界也。气氛很轻松，办事效率自然就高，大家在一起有什么事就说，很民主，也很细致。这样很好。

对于学习部的工作，刚开始分到学习部，我就怀着雄心壮志，想着如何如何把我们年级的学习学风搞好。可是一做起事来才发现学习部的工作的确很难做。传统的工作，什么早读、到课率的检查、四六级的模拟考等，这些传统的工作都很繁琐，而且同学们似乎都不大领情，这的确很打击我们的积极性。学习的自觉性是很重要的，我们想法设法提高同学们的学习积极性的初衷也是好的，但是要取得很大的效果很难。这在每个大学基本上都是一个难点吧。在大学里面，对学生的约束很少，基本少靠同学的自觉性，而且如果再来强制性约束的话可能起都相反的效果，所以学习还是得考自己。我们只是起到辅助他们学习的作用吧，而不是给他们再加上一些约束。

关于五四红旗团支部的答辩，我觉得总体来说还不错。答辩的氛围不错，整个过程也很顺利。只是有一些细节问题，比如主席台的纸和笔、话筒的分配等。对于宣传，我觉得这个内部的评比活动没有必要出海报进行宣传，只要各个班的同学来就行，也是体现班级凝聚力的一个方面、事关班级荣誉嘛。然后就是像这种年委组织的活动，大家没有特殊情况的话还是要按时出席。在工作中大家要积极主动一些，发现问题早发现早解决，争取做到更好。

3）对分级进风燃烧室内湍流燃烧的温度场和组分浓度场进行了测量，阐明了二次风率对气体温度场、组分浓度场和NO浓度场的影响规律。

一、答辩的目的

答辩是对申报人的一次综合性面试考核，主要目的是两个，一是核实，二是定位。所谓核实是对申报人提供的申报材料内容和论文进行核实;所谓定位是通过答辩，对申报人的学识水平、工作能力、工作业绩做出综合评价，给每个人一个相对准确的定位，以便确定其是否符合高级工程师或工程师任职资格。

凡申报高级工程师和工程师资格的专业技术人员均应参加答辩。

二、答辩的方法

答辩之前，各评审服务机构均应遵照人事局的要求，根据自己的专业特点，本着公正、公平、科学、准确的原则，在广泛听取专家意见的基础上，制定出答辩评议量化考核标准和答辩评议方法。

我们机械设计和机械电气设计高级和中级评委会制定的量化考核标准中的考核内容共有三个方面五个项目，即：

“论文评价”是专家按照评价标准进行评价，对有严重抄袭问题的论文，可给予最低分。 “答辩评价”主要是记录申报人答辩时回答问题的正确率和准确率。

三个方面五个项目可能会有些交叉和重复，但目的是要准确记录申报人在答辩过程中的真实情况，立体地多侧面地将申报人的综合水平反映出来。

专家根据申报人报送的评审材料，通过答辩面试，参照有关量化考核标准，对申报人做出具体评价，

三、答辩的题目

答辩题目一般为2～4道（不含加试题），根据答辩情况专家可补充提问，答辩题目主要是结合申报人的论文和申报表中的专业技术工作情况，在申报人的专业范围之内，涵盖内容的广度与深度应能体现高、中级专业技术人员的任职水平。

四、答辩的程序

各评审委员会根据申报人的专业分成若干答辩评议组，各答辩评议组一般由3～5位专家组成。

答辩题目可提前交给申报人，准备时间为20～30分钟左右，申报人可以自备有关资料，做一些简单的摘要，答辩时间一般为20～30分钟，中级一般没有准备时间。

五、评审结果及证书发放

按照市人事局规定，评审结果及相关材料会及时上报市人事局验收审核，进行公示，我们也会在网上进行公示，是否取得任职资格，应以公示情况和人事局审核后的意见为准。 证书由人事局统一办理，证书办好后，我们会在网上通知大家领证并退回申报材料。
